lemonade does use system llama.cpp by default.

I did some testing and I noticed that Gemma4 model isn't working.  This
is because the system llama.cpp needs some changes to work.  So it means
an uprev of ggml and llama.cpp.  But it's fortunately a direct sync from
Debian for those.

I have all changes on a PPA for easy testing.
