Public bug reported:

systemd-networkd always starts at boot, even if it's disabled and
masked!

I'd like to replace systemd-networkd with NetworkManager using netplan and 
static addresses which seems to work at first using "netplan apply", but after 
rebooting the system, systemd-network takes over the interface and assign an 
address via dhcp.
So NetworkManager detects the interface as external.

Using Ubuntu Server 26.04 with systemd 259.5-0ubuntu3 and netplan.io
1.2-1ubuntu5
