This sounds like a netplan configuration issue. Please check all
configuration files in /etc/netplan, and make sure they have:
renderer: NetworkManager
instead of
renderer: networkd
Note that by default, renderer is "networkd" if unset, so you need to
explicitly configure that with netplan either way.
