There are too many different configurations remembered in that monitors.xml. Most of them have HDR turned off for the Samsung display(s).
If the display having the problem the most is a TV then I would guess it might be the TV changing the capabilities it advertises -- turning HDR on or off dynamically. I suggest you move monitors.xml elsewhere so you can start fresh with a blank configuration. A new monitors.xml will be created after you change any display settings.
