Another noble->resolute failure here, also a 4B Rev 1.2. flash-kernel is
still installed but (obv) now fail; and piboot-try is absent.
$ apt policy piboot-try

Interestingly, and I assume "unexpectedly to you":

I had to tail the flash-kernel results since the previous line was the
entire dist-upgrade package list, but this seems informative: it's not
that it *failed* to swap the package out, it simply didn't even think it
*should* (judging by the lack of a Remove entry), let alone actually try
to.
