* New upstream version rocthrust 7.1.1 (LP: #2148820)
* d/p/fix-incorrect-event-waiting-logic-in-test.patch: drop applied patch
* Standardize test execution by adding a run-tests binary (LP: #2148388)
Make it consistent with the rest of the ROCm packages. Files touched:
- d/bin/run-tests: introduce the new binary with special rocthrust
tests circumstances taken in account
- d/librocthrust-tests.install: add run-tests
- d/tests/control: update autopkgtest to run the run-tests binary
instead of upstream-binaries and add pkg-rocm-tools as depends
- d/tests/upstream-binaries: remove in favor of rocm-test-launcher
provided by pkg-rocm-tools

* d/control: restrict b-d for rocprim to 7.1.1.
Even though that is a minor change, rocprim has some changes that may
inherently affect rocthrust as it is (rocprim) a header only library.
* d/copyright: remove superfluous-file-patterns
