Public bug reported:
Ubuntu 26.04 LTS on Dell Latitude 5510.
Language was set to Norwegian Bokmål in Settings → Region & Language and
Language Support. /etc/default/locale was also set to nb_NO.UTF-8.
Still, GNOME menus, top bar date/time and parts of the interface
remained in English.
The cause was ~/.pam_environment containing entries like:
LC_NUMERIC DEFAULT=en
LC_TIME DEFAULT=en
LC_MONETARY DEFAULT=en
LC_PAPER DEFAULT=en
LC_NAME DEFAULT=en
LC_ADDRESS DEFAULT=en
LC_TELEPHONE DEFAULT=en
LC_MEASUREMENT DEFAULT=en
LC_IDENTIFICATION DEFAULT=en
After moving ~/.pam_environment away, the system used the correct
Norwegian locale.
Expected behavior:
Language Support or Region & Language should warn that ~/.pam_environment
overrides the selected language/locale, or offer to update/remove conflicting
user locale entries.
Actual behavior:
The GUI showed Norwegian Bokmål, but the user session stayed partly English
because ~/.pam_environment silently overrode locale settings.
