Given we can't reproduce it, neither see why the file is not there, I am
marking this as incomplete - even to create traction.
I see many people affected - if anyone has any useful information on
this, please jump in.
A useful hint would be configuration files from the SSH server when this
is triggered, e.g. /etc/ssh/sshd_config and /etc/ssh/sshd_config.d/* (of
course feel free to sanitize these)
