I've installed linux-oem-6.17 6.17.0-1026.26 and I can still reproduce
the problem.

I've attached my latest boot journal logs. Here are roughly the steps I
followed:

$ uname -r
6.17.0-1026-oem

1. Boot the laptop on battery
2. Check the webcam is present:

$ sudo lsusb | grep -i camera
Bus 001 Device 002: ID 30c9:00f4 Luxvisions Innotech Limited Integrated RGB 
Camera

-> OK

3. Suspend the system by closing the lid, wait ~30 seconds and resume by
opening the lid, then check for the webcam:

$ sudo lsusb | grep -i camera
Bus 001 Device 002: ID 30c9:00f4 Luxvisions Innotech Limited Integrated RGB 
Camera

-> OK

4. Suspend the system by closing the lid, plug the AC adapter (the dot
on the Thinkpad logo blinks twice red, then goes on to the normal pulse
indicating the system is suspended), wait 30 seconds and resume by
opening the lid, then check for the webcam:

pieq@T14 ~> sudo lsusb | grep -i camera
pieq@T14 ~ [0|1]> 

When running Cheese, I see a black screen with the message "No device
found"

-> NOK
