Hmm, looks like it's choking on dracut vs initramfs-tools. The version of ubuntu-release-upgrader currently in resolute-proposed has a potential fix for this (moving the calculation of that transition from the pre-dist-upgrade-cache step to post-dist-upgrade-cache). Unfortunately, you can't call --devel with --proposed in do-release- upgrade, so you can (easily) test that particular route. However, the validation on that particular bit of the SRU is now done so with a bit of luck, you may be able to test that soon.
