After further investigation, the issue no longer reproduces. The system
initially failed to boot kernel 6.8.0-124, but after package
configuration completed and the initramfs was regenerated, the system
has successfully booted 6.8.0-124 multiple times. I can no longer
reproduce the issue and suspect it was related to an incomplete upgrade
state rather than a kernel regression.
