ARM MPAM MBWU (Memory Bandwidth Usage) counters used by the Linux
resctrl/MPAM driver can overflow between successive software reads when
memory traffic is heavy. The driver previously relied on a software
wrap-around heuristic that failed to detect overflows reliably, under-
counted bandwidth after a wrap, and did not use the hardware overflow
status bits. Two commits fix the issue by using hardware overflow
signaling and preferring wider counter implementations where available.
Verified on Vera to fix the overflow issues.
