Public bug reported:
php8.5-gd does not support avif since libgd-dev is not compiled with it
since libavif-dev is not in the debian/control file of libgd-dev.
I discovered this as Drupal flags php-gd that does not have support for
avif.
It's not enough to just put libavif-dev in debian/control or --with-avif
in rules of php8.5 since it tests for avif support using libgd-dev upon
building.
