discussed (and is being worked on) on a separate bug. See Bug 2109759
for more information.

~mvittek: I will leave this bug in Incomplete state as we still can't
reproduce it. If you could give us steps on how to deterministically hit
this bug from a fresh install, that would help us debug further. Again,
sending us the sshd config files would help too.
