Public bug reported:

When using the language selector
Dragging the desired lanuage to the top and relogging/ restarting does not make 
the changes persist. 
Expected behavior would be a canged lanugage and a system prompt to change the 
naming of folders to the new lanugage.

Trying to apply the changes for the whole system instead leads to the same 
error.
Using "dkpg-configure locales" is a workaround for whole system changes.

Tested on my installation and a fresh install of xubuntu 26.04  LTS
