The default value for disable-user-extensions seems to be false in both
releases. It looks like it can become permanently true by:
/lib/systemd/user/org.gnome.Shell-disable-extensions.service
which presumably happens if an extension crashes.
I suggest manually toggling the setting and if it happens again then
check the system log for reasons why gnome-shell might be rejecting one
of your extensions:
journalctl -b-1 /usr/bin/gnome-shell
** Tags removed: regression-release
** Changed in: gnome-shell (Ubuntu)
