Thanks for the reply. I've worked around the issue in my extension's
installer by just resetting the dconf key. The problem with toggling
manually is that it's nearly impossible to discover that the setting is
actually set to true; I took 2 days to figure it out!

I'm not sure of all the consequences of clearing that setting on
upgrade, but it would have given me back those two days :-) Meanwhile, I
filed https://gitlab.gnome.org/GNOME/gnome-shell/-/work_items/9289 and
will suggest a patch to improve logging.
