  On the upgrade from 24.04, the bottom dock is switched to crystal dock.
  
  However, the dock appears frozen - it does not interact with the user.
  
  The problem is that 26.04 also switches from nemo-desktop to budgie-
  desktop-view for its desktop icons solution.
  
  nemo-desktop is autostarted in 24.04 via a budgie specific autostart
  file called budgie-nemo.desktop.
  
  This is not removed on the upgrade - so nemo-desktop also runs on 26.04
  which overlays on-top of crystal-dock and hence it appears frozen.
  
  The solution is to remove /etc/xdg/autostart/budgie-nemo.desktop
