I have tested 0.24.16ubuntu0.1 on Ubuntu Budgie 26.04 immediately after
upgrading from 24.04. It appears to have fixed the issue for me.

Test Performed:

  - Started with a fresh install of Ubuntu Budgie 24.04.4 (on real hardware)
  
  - Confirmed after reboot that:
     - Nemo file manager was installed
     - Desktop icons were enabled
     - /etc/xdg/autostart/budgie-nemo.desktop existed
     
  - Upgraded to 26.04 via sudo do-release-upgrade -d
  
  - After upgrade / reboot, tested Crystal Dock. Crystal Dock could not be 
interacted with and appeared frozen.
  
  - Installed budgie-desktop-environment 0.24.16ubuntu0.1 from 
resolute/proposed. Rebooted.

  - After reboot, confirmed:
     - /etc/xdg/autostart/budgie-nemo.desktop no longer exists
     - Crystal Dock can now be interacted with
