Hardware: Dell Latitude 7450, Intel Core Ultra 7 165H (Meteor Lake)
Kernel: 7.0.0-27-generic
3) What I expected:
A camera permission dialog should appear in Chrome/Firefox when
a website (e.g. webcamtests.com) requests camera access.
4) What happened instead:
No permission dialog appears. Camera is inaccessible in all browsers.
Portal log repeatedly shows:
"A backend call failed: Only the focused app is allowed to show
a system access dialog"
Camera works correctly at system level:
- libcamera detects: Internal front camera (OV02E10, Meteor Lake IPU6)
- GStreamer preview works
- PipeWire/wireplumber shows camera as active source
Tested workarounds (none worked):
- Chrome with --ozone-platform=wayland
- WebRTCPipeWireCapturer enabled in chrome://flags
- portals.conf with gtk backend
- Firefox 152.0.3 (apt)
Additional info:
- Issue present on kernel 7.0.0-22-generic and 7.0.0-27-generic
- Dell Latitude 7450 BIOS/firmware updated to 1.23.1 (latest) - issue persists
- Intel MIPI camera drivers installed:
intel_ipu6, intel_ipu6_isys, usbio, gpio_usbio, i2c_usbio, ov02e10
all loaded correctly (lsmod confirms)
- linux-firmware-intel-graphics installed (IPU+VSC firmware)
- pipewire-libcamera installed
- Problem is purely in xdg-desktop-portal permission layer,
not in camera hardware or drivers
