Having thought on this overnight, I'd like to strongly recommend that
you split the functional pieces of the service infrastructure —
service.sh, utils.sh, and most of hooks.sh — from the configuration. If
you ever need to modify those functional parts in an update it becomes
extremely difficult to do that while preserving any existing user
modifications or abandoning users who have made modifications.

One of the key pieces of value we provide as a distribution is
*integration* of upstreams into a cohesive Ubuntu. Part of that is that
everything adheres to Ubuntu/Debian policy with respect to configuration
handling.
