It sounds like the Mutter logic was written before the login screen switched to temporary user IDs. So then you have to ask why other people don't experience the same problem. Maybe they do and you're the first to notice, or maybe you have some system component that is trying to use X11 on the login screen (again just making you the first to find the problem).
