$ sudo
sudo: effective uid is not 0, is /usr/bin/sudo on a file system with the
'nosuid' option set or an NFS file system without root privileges?

# apt-cache policy qemu-user-static
qemu-user-static:
  Installed: 1:8.2.2+ds-0ubuntu1.18~ppa1782892445+8c72a125b36

Doesn't seem to do the trick.
