I'm reviewing the resolute upload. Its changelog states:

    - packaging: drop transitional packages only for Ubuntu 26.04
      (Resolute)

But resolute already only ships two binary packages[1]:
$ grep ^Package debian/control 
Package: golang-github-snapcore-snapd-dev
Package: snapd

And looking at the uploaded content, what I see is actually the transitional 
packages being brought back:
$ grep ^Package debian/control 
Package: golang-github-ubuntu-core-snappy-dev
Package: golang-github-snapcore-snapd-dev
Package: snapd
Package: ubuntu-snappy
Package: ubuntu-snappy-cli
Package: ubuntu-core-snapd-units
Package: snap-confine
Package: ubuntu-core-launcher
Package: snapd-xdg-open

So was the wrong thing uploaded? Perhaps there is confusion with the
debian symlink you have in your source directory, pointing at something
inside packaging, as you say in your note above?

NOTE: I did upload snapd source again, but with only debian/changelog
updates. I diffed my upload with the previous one in unapproved, and the
diff confirmed that was the only change. In any case, the previous
uploads are all available in the rejected queue, i.e.,
