Update: booting linux-oem (kernel 7.0.0-1008-oem) resolves this. Wi-Fi comes up normally. linux-firmware package is unchanged (20260319.git217ca6e4.1ubuntu), so this points to the oem kernel's iwlwifi driver supporting a newer firmware API for bz-b0-wh-b0 than the 7.0.0-27-generic kernel does. dmesg from the working boot attached below, showing firmware version c102 loading successfully. The out-of- tree linux-main-modules-iwlwifi backport is still not installed, this is the in-tree oem driver.
