Thanks for reporting this bug and helping to improve Ubuntu.
The suggested upstream fix is applied as commit 17df24aecc61 ("Revert
"PCI: Enable ACS after configuring IOMMU for OF platforms") in the
noble/linux source tree: https://code.launchpad.net/~ubuntu-
kernel/ubuntu/+source/linux/+git/noble.
The version of the `linux` package in noble-proposed (version
6.8.0-136.136) includes this fix as well. Please attempt to reproduce
the reported issue on this version in order to verify that it is indeed
resolved.
