I'm seeing this issue with cups 2.4.7-1.2ubuntu7.14 on Ubuntu 24.04.4
LTS.


After setting up CUPS to use TLS and enabling the webserver for clients other 
than localhost I found there's a huge performance issue.  CUPS stalls for 10 
seconds when using TLS.  The bug has already been reported upstream and is 
supposed to be fixed (I haven't tested).

The 10s pause makes administration challenging and printing via IPPS to
this server nearly impossible.

Can you backport the upstream patch to 24.04 asap?
