Moving the discussion over from my duplicate report #2161081, hoping
that someone will comment and act upon this issue:

Ubuntu has a long history of releasing virtualbox packages with
incompatible kernels (in particular the HWE kernel in many cases). This
goes back to at least 18.04 LTS (c.f. #1856492) and keeps happening over
and over and over again. Most recently about 3 months ago with #2136499.
Since this is a frequently occurring regression I strongly suggest to
implement some additional tests that prevent HWE kernels to be released
with incompatible virtualbox versions in the LTS release. *Please* catch
and fix this *before release of new HWE kernels* because the recurring
breakage and required workarounds till a fixed package is released are a
major nuisance, especially when they occur on the LTS branch which many
users choose for better stability.

Seeing the report date of *this* issue (#2160033) I find the problem
even more aggravating. This is a known  issue for 10 days now and yet
*today* I received the incompatible 7.0.0-28 HWE kernel. It is bad
enough that Ubuntu breaks systems (as in the computer won't boot
anymore) on a regular basis but once someone reports this and the issue
is known, at least pull the broken package from release until the
problem is fixed.

How often does this need to happen for someone to create a simple test
that installs linux-hwe *and* virtual-box and only admits either package
to be released if the installation terminates successfully?
