This is entangled with:

https://bugs.launchpad.net/ubuntu/+source/libcryptx-perl/+bug/2046154

we dropped 1.20240923 from Ubuntu before due to the dependency on
libcryptx-perl, and the inability to build the package with a "simple"
change of dropping the dependency. Different ideas have been presented,
including:

1. keep libmail-dkim-perl on this version indefinitely, patching for any Perl
specific issues
2. patch libmail-dkim-perl to use libnet-ssleay-perl AND get ed25519 supported
in libnet-ssleay-perl
3. a wrapped with the same function signature as needed in libmail-dkim-perl
that calls openssl instead

i think there was a hope for 3 to get done, but there's been no
movement. 2 is not done upstream, with an issue filed in 2021 asking
about ed25519. patched libnet-ssleay-perl doesn't look outlandish, and
it's possible to get something upstream (the upstream source is still
maintained). not sure about libmail-dkim-perl.
