The issue happened again after installing another package update.

The updated packages were:

krb5-locales
libgif7
libgssapi-krb5-2
libk5crypto3
libkrb5-3
libkrb5support0

I am no longer using the amdgpu.dc=0 kernel parameter. It has been
completely removed from my GRUB configuration.

I am currently running the latest available kernel (7.0.0-28-generic).

Immediately after installing the updates and rebooting, the system again
booted to a black screen.

Reconnecting the monitor cable to the graphics card did not help this
time.

I had to perform a hard reboot using the reset button on the PC case.

After the hard reboot, the system started normally and has continued to
boot normally on subsequent cold boots and reboots.

This is now the second time I have observed the same pattern:

install package updates;
first reboot → black screen;
perform a hard reboot;
subsequent boots work normally until another package update triggers the issue 
again.
