Public bug reported:
The rust-coreutils multi-call binary no longer permits being called with
program names it does not recognize
(https://github.com/uutils/coreutils/issues/10244). This causes the
diversion of /usr/sbin/flash-kernel to /bin/true (to prevent flash-
kernel from attempting to flash things in the build environment) to
fail.
Use a shell-script that just exits with 0 instead.
