Public bug reported:

My laptop screen is constantly on the brightest setting and I am unable
to reduce the brightness. I have tried to reduce the brightness from the
quick settings menu and by pressing the brightness key on my laptop but
neither of those options do anything. An indicator does appear on my
screen showing the brightness going down when I use the quick settings
menu or press the brightness key but the brightness on my monitor stays
the same.

I believe this is a new issue because I have used the previous LTS
versions (all the way back to Ubuntu 20.04) on this laptop but did not
have this issue.

Please let me know if you have any questions, I am more than willing to
help as much as I can. :)
