Thank you for your advice. I reproduced the issue with a normal boot on 7.0.0-28-generic (not Safe Graphics / not nomodeset).
The screen stayed black, and Ctrl+Alt+F2 / Ctrl+Alt+F3 did not recover the system to a usable state. I then booted back into 6.17.0-1030-oem and collected the previous boot journal using: sudo journalctl -b -1 I am attaching the full previous boot journal from the failed 7.0.0-28 boot.
