debootstrap fails to build minimal image with s390-tools package included

debootstrap --variant=minbase \
--include=udev,kmod,s390-tools,s390-tools-zkey,,systemd,linux-image-generic \
--exclude=man,bash-completion \
--verbose \
resolute ./target
This fails
