So I just checked by completely removing nvidia drivers,
i.e.
sudo apt purge nvidia-*

then booting into latest available kernel, which at the time of this comment 
was,
Linux 7.0.0-29-generic (on (K)Ubuntu 26.04),

the problem persists in:
7.0.0-28-generic, and
7.0.0-29-generic

After reinstalling the proprietary drivers 580, and booting into 
7.0.0-27-generic,
the drivers are inactive but the brightness problem doesn't exist.

Problems being:
1.) No brightness control when the display is working
2.) After resume from suspend, the backlight of the inbuilt display does-not 
switch-on.
