Dual Boot with Windows 11 (2 separate SSDs), Fast Boot turned off. I
have just verified that this is happening in kernel 6.8, 6.17, and 7.0.
It is intermittent but most of the time Shutdown and Reboot get stuck
after the monitors get turned off with the computer still running and
only a hard power button shutdown will work.
