  snap-dbgsym: debug symbols for snap

By analogy, I think it would be inappropriate to file bugs against apt
or dpkg requesting a specific package to be created by someone. For
snaps, you can request such things in the snapcraft forum
https://forum.snapcraft.io/ and count on someone wiling to spend their
time building a package for you, or try to package it yourself.

There's a dedicated command for it:

$ snap report-issue notepad-plus-plus
