src:rocm (this package) is listed in group 1 in the dependency graph[1],
but it has dependencies on all of the other packages yet to be accepted.

If this is accepted now, it won't pass installation tests, as the
dependencies are not yet available at the requested versions.

Is this really a group 1 package, that should be accepted before all the
others?
