What is the bootstrap process of rocr-runtime and rocm-llvm, highlighted
in the dependency graph[1]? Can these be accepted as is, and after they
build, a new upload will be prepared with adjusted build-deps?

I see that src:rocr-runtime has a build-dep on bin:rocm-device-libs-21,
which is provided by the OLD src:rocm-llvm. The new src:rocm-llvm builds
bin:rocm-device-libs-22.
