* Merge with Debian unstable (LP: #2161376). Remaining changes:
- Added autopkgtest integration
- debian/sysuser/tomcat11.conf: User home directory was
inconsistent with CATALINA_BASE, changed to /nonexistent
- debian/README.Debian: Added some comments regarding
historical packaging notes
* New Changes:
- d/t/control: add rw-build-tree restriction for junit test.
- d/t: retry smoke test.
- d/t: run unit test for amd64 and arm64 architectures.
