On the other hand: ML-DSA and ML-KEM are very new algorithms in OpenSSL and they were also somehow important for the customers to get familiar with the whole post-quantum-crypto stuff. Keeping them as close as possible to the mainline version of OpenSSL has also some advantage for the customers (e.g. performance).
