I am using the built-in Remote Login/RDP feature of Ubuntu 24.04. The multi-user target is not used like you are saying.
$ systemctl is-active multi-user.target inactive It appears this might be the cause! I will dig more into it tomorrow. Do you have any thoughts on ways to resolve this?
