Kernel 7.0.0-28 power regression on Dell Precision 7560
Summary
After upgrading from linux-image-6.17.0-35-generic to
linux-image-7.0.0-28-generic on Ubuntu 24.04.4 LTS, idle
power consumption on battery increased significantly and GNOME Shell uses high
CPU while idle.
The issue is reproducible by booting 7.0.0-28-generic. Booting back into
6.17.0-35-generic restores the lower idle power
behavior.

Observed behavior
On 6.17.0-35-generic, on battery and idle:
UPower energy rate: about 7.011 W
NVIDIA GPU runtime PM status: suspended
NVIDIA audio runtime PM status: suspended
I2C controller 0000:00:15.1 runtime PM status: suspended
GNOME Shell CPU: about 4.2%
/sys/power/mem_sleep: [s2idle]
On 7.0.0-28-generic, on battery and idle:
UPower energy rate: 10.8414 W, later observed around 13-14NVIDIA GPU runtime PM
status: suspended
NVIDIA audio runtime PM status: suspended
I2C controller 0000:00:15.1 runtime PM status: suspended
GNOME Shell CPU: about 18-20%
/sys/power/mem_sleep: [s2idle]

This does not appear to be a userspace sleep inhibitor issue. systemd-inhibit
--list only shows normal GNOME/UPower
NetworkManager delay inhibitors.
This also does not appear to be caused by common GNOME extensions. Disabling
user extensions such as BatteryInfo, DING, Tiling
Assistant, and peek-top-bar did not reduce GNOME Shell CPU usage on kernel
7.0.0-28-generic.
Additional observations
mem_sleep remains [s2idle] on both kernels, so the regression is not a change
from S3/deep sleep to s2idle.
On kernel 7.0.0-28-generic, runtime PM for NVIDIA and the suspected I2C
controller still reports suspended, but GNOME
Shell remains busy and idle discharge stays higher.
The regression appears related to kernel 7.0 + GNOME/Mutter/i915 display stack
behavior rather than a simple touchpad
runtime PM failure.
