Thanks for your report! Would you mind doing a small test? I'd like you to test whether adding "i915.enable_psr2_sel_fetch=0" as boot param would make any difference here.
This Ubuntu page explains temporary boot parameters: https://wiki.ubuntu.com/Kernel/KernelBootParameters . Add i915.enable_psr2_sel_fetch=0 for one boot of 7.0.0-28-generic. Send me "uname -r", "cat /proc/cmdline", GNOME Shell CPU use, and UPower energy rate after the same idle period.
