Read the duplicate bug. That user also a T480 and confirmed the 7.0.0-31
kernel fixes the issue.
You can also try booting with i915.enable_dpcd_backlight=0 parameter if
you can't wait for 7.0.0-31 or you don't know how to get a kernel from
-proposed.
