When it comes to kernel builds, ingestion of dkms modules into the main
kernel, etc, I'm just a regular user. I know that when you install a
dkms module on a security boot system, it will be built, and the user
will be asked for a MOK password, and then reboot and type that password
in, so that the newly built module can be loaded.

Could you please elaborate what will happen to users who need the 470
driver for their hardware after step (1) as you described is done?
