Thanks for testing. This confirms that evdi and the disconnected
DisplayLink device are not required to reproduce the issue. You may
restore evdi now.

As the next step, could you please test the Ubuntu Mainline 7.0.12 and
7.2 amd64 kernel from:

https://kernel.ubuntu.com/mainline/v7.2/

If it boots, please reproduce the issue and provide the output of:

uname -r
journalctl -k -b --no-pager | grep rcu_tasks_wait_gp
journalctl -k -b -o short-monotonic --no-pager > 
journal-mainline-<kernel_version>.txt

Please attach both journal-mainline-*.txt logs to this bug.
