That is already the case (well, it's dracut which has "Conflicts:
initramfs-tools"). initramfs-tools remains installable instead of dracut
due to the cases where dracut is not yet supported (e.g. Casper for the
livecd installer)

Grub sets /etc/kernel/postinst.d/zz-update-grub.
Kernel updates call that script after install. That should be independent of 
dracut/initramfs-tools
