I am not familiar with the package dependency system. But for some
reasons "apt install ubuntu-server" managed to install both, dracut and
initramfs-tools.

Maybe the conflict marker in dracut is not anough?

There seems to be a leak in this mechanism. A new kernel was installed,
but grub was not updated accordingly. I had to manually run update-grub
to boot this new kernel. Please check bullets 3 and 4 in comment #3.
