Local reproducer pointed out that this line in `livecd-rootfs` is the culprit:
live-build/auto/build:                                  apt-get -y purge 
initramfs-tools busybox-initramfs \


`busybox-initramfs` binary package disappeared in busybox/1:1.38.0-3ubuntu1
